T. Medvedev has it written on pages 35-36: "It is assumed that a vessel at anchor does not move, although its position may change under the influence of wind, current or surf, nevertheless, each vessel is considered to be "at anchor" and not "on the move."
Even if we consider T. Mikulinsky's definition to be correct, which is difficult to agree with, then another question arises: "What kind of drift is considered significant? How fast should a vessel that is on a barrel or anchor drift in order to be considered a vessel "on the move" in this position?
Comrade Medvedev, in his comments on pp. 35-36, considers the change in the position of a ship at anchor under the influence of external forces. At the same time, as follows from the quoted text, it means that the anchor holds.
As for the position of the vessel, the anchor of which is creeping and the vessel is drifting, then, indeed, there is ambiguity in this matter, etc. Voicunas comments tt. Mikulinsky and Kuznetsov cannot be considered correct.
Within the meaning of the PPSS, the most appropriate position for such a situation would be the position of a vessel without the ability to steer, according to which such a vessel would need to show the signal established by rule 4 of the PPSS.
Comrade Voychunas rightly notes the existence of a different and incorrect interpretation of rule 3 (paragraph "a") of the PPCC in the comments of tt. Medvedev and Kuznetsov.
