A prisoner has the right to send one and receive two letters per month. Investigating prisoners, as well as prisoners sentenced to prison, can receive and send one letter per week.

The correspondence of convicted persons, sent and received, is subject to control by the competent judicial or prosecutorial authority.

Notifications of shipments and letters that have not been paid by the sender are returned by the prison governor to the sender if the prisoner does not pay the appropriate amount to pay for them.

The correspondence of prisoners sent and received must be reviewed by the head of the warden within three days and sent in accordance with the property with the appropriate verification annotation.

Letters left behind because of their contents and letters received in excess of the prescribed amount must be kept in his archives until the prisoner is released.

Any correspondence that cannot be submitted or sent must be communicated to the prisoner, indicating the reasons for the decision.

If the prison governor believes that the contents of the correspondence sent are indeed those of a prisoner, he can order its delivery, even if the quantitative rate of correspondence has been exceeded.

Correspondence that is illegible or contains agreed-upon or incomprehensible words or signs, the prison governor does not send back or deliver to prisoners, notifying them of his decision; saved correspondence is attached to the materials, with the exception of correspondence concerning investigative prisoners sent to the competent judicial or prosecutorial authorities by the prison governor.

Written correspondence takes place at a place and time marked by the prison governor, if possible on Sundays and Christmas days or during hours free from mandatory prison classes.

Correspondence with illiterate prisoners may be permitted with the permission of the prison governor: by a teacher, a clergyman, or a prison official, or by a prisoner who is trustworthy. Receiving remuneration for processing correspondence is prohibited.

Prisoners' correspondence in a foreign language, which is incomprehensible to the prison governor, can be sent or delivered only after translation by a sworn translator or a trusted person into their native language. The transfer costs are borne by the prisoner.

Prisoners' correspondence, with the exception of the official, must be returned to the prisoner after reading and attached to the prisoner's dossier. The prison governor may allow the prisoner to leave the letters he has read after reading them.

Books and magazines that are not accepted for prisoners must be returned to the person who provided them. In case of release or transfer of a prisoner to another prison, the books and magazines sent to him must be returned to the sending party with an indication on the armband: the date of release or the place of transfer, or the place of residence of the prisoner.

When writing letters to the Ministry of Justice and judicial authorities or the Prosecutor's Office, prisoners receive the necessary materials and stationery; when writing other correspondence, they must buy paper and envelopes at their own expense.

Prisoners also bear the cost of postage.

For prisoners who do not have funds for postage stamps, paper and envelopes, the prison governor can deliver them from prison resources.
